DILG-Memo_Circular-2013724-aa7a408708.pdf DILG first introduced the designation of LEIPOs to LGUs in 2010 after President Aquinodeclared that creating jobs was the government’s top priority under his leadership. LEIPOs areprimarily tasked to oversee policies, programs, and services on local economic development,promote investment in the locality, as well as maintain an economic database of an LGU. This memorandum discusses the role of Local Governments in economic development (LED) and encourages all Provinces and Cities to designate a LEIPO to fulfill LED-related tasks.

This can be donethrough the formulation of a Local Investment and Incentives Code (LIIC) or ordinance thatsupports and promotes the development vision of the LGU as expressed in its ComprehensiveDevelopment and Land Use Plans.

DILG-DTI Joint Memorandum Circular No. 1, Series of 2010Guidelines in Implementing the Standards in Processing Business Permits and Licensesin All Cities and Municipalities

This Joint Memorandum Circular was issued to disseminate the service standards in processing business permits and licenses which cities and municipalities are enjoined to follow. It also provides the guidelines for streamlining the business permits and licensing systems (BPLS) in cities and municipalities in accordance with the service standards which the national government is setting consistent with Republic Act No. 9485 (Anti-Red Tape Act of 2007. It also clarifies the roles and responsibilities of the Department of the Interior and Local Government (DILG), the Department of Trade and Industry (DTI), and the various cities and municipalities in the country in ensuring the implementation of the BPLS standards.
